While the guy making the speech, Colonel Vladimir Zhirinovsky has been called a 'loose cannon' and once said the Russians could destroy any part of the world within minutes as shared in the 2nd video, we must remember, he IS a Colonel in the Russian Army, and this speech was made Russian Parliament.
