Strange Rain: Mysterious Gray "Milky" Substance Reported In Washington & Oregon - Is The US Undergoing Full-Scale Weather Warfare?

You know you have a real mystery on your hands when the so-called experts start publicly guessing at the reason for what is causing the "strange rain" in parts of Washington and Oregon.
Reports accompanied by images have started surfacing, first on social media, then in the mainstream news of a mysterious substance described by some as "gray," others are "white stuff," calling it a "milky" substance falling from the skies. CNN's Derek Van Dam states it is being found on cars and even in clothing from those that have been out in the elements.
The US National Weather Service Spokane Washington posted the following to their Facebook page on Friday night: "Here is what the rainwater collected from our rain gauge looked like today. Definitely much cloudier than the typical rain water we see. We have heard a few theories thus far including; volcanic ash from Mexico or Russia, dust picked up from last night's strong winds, or perhaps ash from last year's wildfires over SE Oregon/SW Idaho. We still don't have a definitive answer."

NWS Spokane also posted photos to Twitter of the "dirty" rain seen at their offices, calling it a "phenomena."
Readers over at KomoNews.com have provided their own theories in the comment section of their article on this weird phenomena, including comments like "Start with finding out what the government is spraying in those chemtrails above the clouds!," with one person providing a screen shot of radiation levels from Friday, to which are now gone when we look at NETC, which does bring about another question of how you go from upper 200's and 300's, to stations being offline and totally missing off the NETC map less than 24 hours later?

While other comments speak of those theories as "tin foil" hat theories looking through YouTube we see multiple reports with video documentation that suggest the spraying in the Oregon/Washington area the last month has been heavy, so the suggestion that it could be spray residue brought down by man-made severe weather events, is a legitimate question, and looking to the recent weather reports, we note Nothern California and the Pacific Northwest is suffering from an "Atmospheric River," according to Weather.com.
The weather pattern along the West Coast has changed to one that will continue to deliver a huge soaking to Northern California and the Pacific Northwest during the next several days.
Flood warnings have already been issued and impacts are already being felt. A mud slide was reported on highway 101 south of Crescent City, California and strong winds have downed trees and powerlines.

This brings to mind the 2007 book titled "Weather Wars & Un-Natural Disasters," where the description is eerily similar to this type of event, where it states "Technology will make available, to the leaders of the major nations, techniques for conducting secret warfare, of which only a bare minimum of security forces need be appraised... Techniques of weather modification could be employed to produce prolonged periods of drought or storm."
Which brings us right back to the titled question "Is the US undergoing full-scale weather warfare", as was predicted so long ago?
