The 4th department added to the President's Cabinet was the Department of War (currently called the Department of Defense until Congress agrees to the return to the original title). The Department of War began during the Revolutionary War as a a group of committees created by the Second Continental Congress for the purpose of securing ammunition, raising funds for gunpowder, and organizing a national militia. In 1776, these committees were consolidated into the Board of War and Ordnance which was operated by members of Congress. In 1777, a Board of War was created to operate separately from Congress. In 1789, the Congress of the Confederation replaced the board system with the Department of War consisting of a Secretary at War, an assistant, a secretary, and 2 clerks. The new Department of War was placed under President George Washington and established the War Department (aka Department of War or War Office) as a civilian agency under the President, making it the 3rd Cabinet position established for our fledgling country. At that time, its responsibilities included operation and maintenance of the US Army as well as naval affairs (until the Navy was established in 1798) and air forces (until the Air Force was established in 1947). This department was also responsible for interacting with the Native Americans. The first person to hold the office was Henry Knox. In the 1790s Congress created additional offices including: major general, brigadier general, quartermaster general, chaplain, surgeon general, adjutant general, superintendent of military stores, paymaster general, judge advocate, inspector general, physician general, apothecary general, purveyor, and accountant.
On November 8, 1800, the War Department building somehow caught on fire destroying all its records and files. In 1802, the US Military Academy at West Point and the Army Corps of Engineers were established. Between 1802 and 1812, the War Department experienced a reduction in personnel until the War of 1812 when it expanded and sub-departments were needed. In 1818, then Secretary of War John C Calhoun created the Bureau system currently in use within the War Department. The War Department was responsible for the Bureau of Indian Affairs from 1824 until 1849 when Congress transferred the Bureau to the newly created Department of the Interior. The US Soldier's Home was created in 1851. In the later stages of the Civil War, the War Department took charge of refugees and freedmen through the creation of the Bureau of Refugees, Freedmen, and Abandoned Lands. In times of peace, the size of the War Department was reduced and in times of war, the size of the War Department expanded.
On September 18, 1947, when the National Security Act of 1947 split the department into 3: Army, Air Force, and Navy forming the National Military Establishment. In 1949 the National Military Establishment underwent a name change to Department of Defense with the former War Department bureaus split between the Army and Air Force. It was thought that the change from "War" to "Defense" better reflected the civilian leadership of the military; however, the Army War College, the Naval War College, and the Air War College remain and still train potential officers in war tactics, operations, and strategies. There were 56 Secretaries of War prior to 1947.
On September 5, 2025, President Trump signed EO 14347 Restoring the United States Department of War (discussed in my September 6, 2025 ANP Article). The EO directed the Secretary of War to submit a recommendation on actions required to permanently restore the name Department of War to the current Department of Defense to include proposed legislative and executive actions that would be necessary to make the change within 60 days (by November 6, 2025). Since there has been no further action made public on this directive, I am wondering if they are waiting until they have a Congress that would be willing to make this restoration, converting Secretary Hegseth from the 29th Secretary of Defense to the 57th Secretary of War.
On September 15, 2026, DOJ AG Todd Blanche filled in as Press Secretary (click here for the 33m44s video). He spoke vaguely of what the DOJ is currently doing (with the caveat that he cannot speak about active cases). Because this Press Conference was held in the Rose Garden, you can't hear the yelling of the reporters. AG Blanche was able to call out specific reporters and the White House staffers brought the microphone (and held on to it) so the reporter could ask their questions. There are a couple times in the video where it appears AG Blanche is actually gloating over the fact that he can't hear them yelling and once suggested that more press conferences should be held in the Rose Garden.
On September 16, 2026, President Trump signed the EO Providing Meaningful Water Quality Improvements Through Collaboration and Oversight of Federal Support concerning the Chesapeake Bay, the largest estuary in the US. Executive Order 13508 of May 12, 2009 (Chesapeake Bay Protection and Restoration) called for states and municipalities in New York, Pennsylvania, Maryland, Virginia, the District of Columbia, Delaware, and West Virginia to improve the environmental health of this estuary but did not provide actual guidance as to how they were to accomplish this. In many places, this directive became fees and taxes on residents and small businesses and this revenue is not necessarily used for the Chesapeake Bay. This EO revokes EO13508 and replaces it with specific programs to directly benefit and protect the Chesapeake Bay. While Departments of War, Interior, Agriculture, Commerce, and Homeland Security are directed to assess their current support for the Bay in order to direct resources to hands-on improvements; the EPA will coordinate directly with the states involved.

This will save taxpayer dollars while maintaining coverage for the most vulnerable American population, lower costs for all Americans, and delivers on President Trump's promise to put American patients first.
On September 17, 2026, President Trump signed the EO Reinvigorating America’s Hunting Heritage acknowledges that American hunters, anglers, and landowners are the greatest conservationists the world has ever known. This EO recognizes that hunting promotes healthy and robust animal populations. This EO reduces the Federal Government's regulatory overreach, inconsistent access policies, and restrictions on hunter education and recruitment efforts. State wildlife agencies will be encouraged to donate and process wild game meat for consumption in schools and food banks.
On September 17, 2026, President Trump signed the EO Restoring American Saltwater Angling and Recreation with the goal of elevating America's recreational fishing remains strong. Relevant departments and agencies will partner with States and the private sector to rebuild, expand, permit, and modernize data collection for recreational fishing. Future decisions will be based on gold standard science and data while regulations that overly burden boaters, anglers, and outdoor businesses will be suspended, revised, or rescinded as appropriate. In addition, artificial reefs and habitat creation will be fast-tracked so decommissioned offshore oil, gas, and other-use structures can be converted to permanent artificial reefs. Steps will be taken to manage predators and increase fish abundance through the Sport Fish Restoration and Boating Trust Fund.
On September 18, 2026, President Trump signed the EO Enhancing Program Integrity and Integrity and Interagency Coordination in the Administration of the H-1B Nonimmigrant Visa Program states that the H-1B visa program is being abused by some employers, 3rd party placement groups, and outsourcing firms the result of which is the undercutting of skills US labor and the displacement of skilled American workers while reducing the pay scale. US businesses have been caught firing American workers then hiring foreigners at a lower pay rate to fill those position while requiring the American worker to train their foreign replacement. This EO requires the executive departments and agencies to work together to verify actual need compared to US workers available to fill that need.
On September 18, 2026, President Trump signed the Proclamation Restriction on Entry of Certain Nonimmigrant Workers to address significant abuses of the H-1B nonimmigrant visa program. This proclamation applies additional restrictions on H-1B visa entries; requires compliance from US employers petitioning on behalf of foreigners; requires that foreign H-1B visa holders reapply from outside the US. In 30 days, the named Cabinet participants will report to President Trump with additional extensions, renewals, or restrictions necessary to implement this proclamation.
On September 18, 2026, President Trump announced a deal concerning Greenland writing in an X post:
BREAKING NEWS: I am pleased to announce that the United States of America has entered into an Agreement with The Kingdom of Denmark, and Greenland, that gives the United States permanent control over security, and all other needs, in Greenland, completely addressing ALL of our many U.S. concerns. There will be NO COST to the United States! At my direction, we worked with representatives of Denmark and Greenland to guarantee that the United States will FOREVER have the complete ability to do what is necessary in Greenland in order to secure and defend the security of Greenland, and the United States of America. Additionally, from now on, no U.S. adversary can EVER have a base in Greenland, have a military presence in Greenland, or make sensitive investments in Greenland, without our express written approval. For over 100 years, Presidents have known the strategic importance of Greenland, but NONE of them were able to do anything about it. We are very honored and proud of what has just taken place, and everything agreed to today will be cherished by the American People. On September 16, 2026, President Trump signed the Presidential Memoranda Restoring Reciprocity in Government Procurement states that because of the actions taken by Canada which impose new barriers to access to the Canadian market by US companies, this memorandum directs all executive departments and agencies shall promote domestic alternatives as sources to fulfill their needs. The Trade Representative will monitor the Canadian situation and keep President Trump appraised of changes in Canada's policies towards US goods and companies.

Trump Restores Reciprocity in Government Procurement explains President Trump is ending Canada's unfair access to US Federal procurement routes; future procurement will promote domestic sources to fulfill procurement needs; this EO helps to put America and American companies first within the US Federal Government; the goal of this EO is to protect American workers and ensure fair trade with other Countries.
On September 14, 2026, VP Vance held a Fraud Task Force Press Conference (click here for the 43m41s video) assuring the American people that the Task Force WILL prosecute fraudsters that are stealing money from the US taxpayer. Then various members of the Task Force spoke about their actions to combat fraud within their departments/agencies.
On September 16, 2026, White House Chief of Staff Susie Wiles made an X post announcing that she is now fully cancer free.
On September 17, 2026, Laura Ingraham, from the Ingraham Angle on FOX (in an X post), called out Michigan US Senate Candidate Abdulrahman Mohamed El-Sayed for saying that he thinks Breast Cancer research is funded by NIH because advocacy is a function of the social power and privilege of those most likely to get a diseasein an October 26, 2012 essay for the 2x2 Project titled The Pink Ribbon Lobby and Everyone Else in which he questions how NIH funds research on illnesses and diseases. El-Sayed thinks NIH research funding should reflect public health need but says that lobbying controls how NIH funds research. He then cites Breast Cancer research as having a successful lobby at NIH which is taking funds away from other research that could affect more people. Laura points out that Breast Cancer is the 2nd leading cause of death (after lung cancer) in women (and black women are more likely to die from Breast Cancer than any other group) with 1 in 8 women experiencing Breast Cancer in their lifetime. There are currently around 4 million Breast Cancer survivors in the US.
Getting diagnosed with Breast Cancer is NOT a privilege and women with Breast Cancer have a high risk of not surviving the 'cure' process. My sister was diagnosed with Breast Cancer in 2008 at age 48. She had a mastectomy and multiple rounds of chemo. She was dead 6 months later at age 49. Women like Susie Wiles and Laura Ingraham are alive today because of the research breakthroughs made possible by grants from the NIH.
US Citizens in Michigan need to be very aware of exactly WHO they are voting for come November.
And congratulations to both Susie Wiles and Laura Ingraham on surviving this very deadly disease! May you continue to be cancer free as you move on with your life.

This act establishes requirements for the Department of Justice (DOJ) and component agencies to assess and respond to incidents of sexual harassment and sexual assault by incarcerated individuals against Bureau of Prisons (BOP) staff.
Specifically, the act requires DOJ to adopt national standards for the prevention, reduction, and punishment of sexual harassment and sexual assault by incarcerated individuals against correctional officers or other employees of the BOP.
Additionally, the act requires the BOP to fully implement the recommendations of the DOJ Inspector General contained in the report titled Evaluation of the Federal Bureau of Prisons’ Efforts to Address Sexual Harassment and Sexual Assault Committed by Inmates Toward Staff.
This bill imposes a variety of sanctions, tariffs, and prohibitions related to Russia, extends an Iran-related sanctions law, and expands a tax deduction for teacher expenses to include early childhood educators.
For example, under the bill, the President must impose visa- and property-blocking sanctions on specified persons (individuals and entities) such as the Russian president and certain Russian military commanders. The President must also increase the rate of duty up to 100% ad valorem (i.e., relative to the value) on all goods imported into the United States from a country that was among the five largest importers of Russian-origin crude oil or natural gas if such country knowingly makes new purchases of such products after enactment of the bill.
The bill prohibits (1) the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product; (2) U.S. persons from making new investments in Russia or purchasing Russian sovereign debt; and (3) trading the securities of Russian government-owned, -controlled, or -affiliated entities on U.S. national securities exchanges.
The bill extends through 2031 the Iran Sanctions Act of 1996, which requires the President, with some exceptions, to impose sanctions on certain persons engaged in specified transactions related to Iran's energy sector or Iran's efforts to acquire or develop certain weapons.
The bill expands eligibility for federal tax deductions of certain educator expenses to early childhood educators providing educational or childcare services to those under age 6.

On September 13, 1814, 1,000 American patriots heroically defended our young Nation’s sovereignty at the Battle of Fort McHenry, in Baltimore, Maryland, where they halted the British invasion in a critical turning point in the War of 1812. The British had 5,000 infantry, marines, and sailors with 19 warships. The Patriots had 1,000 infantry and militia and 20 artillery pieces. The British suffered 1 troop wounded while the Patriots suffered 4 killed and 24 wounded.
The battle came at a perilous moment in our young Nation. British troops had stormed through the United States, setting fire to the White House and United States Capitol in a campaign to crush American willpower and restore British dominion over our hemisphere. After their attack on Washington, the British turned their sights north toward Baltimore with the aim of capturing one of America’s most vital seaports and forcing a surrender on their terms. With the future of our young Nation at stake, the citizens of Maryland rallied to arms, forming a militia and preparing their city for battle. Standing watch at Fort McHenry, these courageous soldiers and volunteers steeled themselves to defend the stronghold that guarded Baltimore Harbor. . . . Watching the battle unfold from a nearby ship, American lawyer Francis Scott Key feared the fort had succumbed to the British bombardment overnight. But when the dawn’s early light gleamed on the fort the next morning, Key’s anxious eyes beheld Old Glory gallantly streaming high in defiance and proudly signaling an American victory. Struck with a patriotic zeal, he immortalized America’s triumph that day by writing the most legendary ode to freedom ever put to paper: "The Star-Spangled Banner,” now enshrined as our National Anthem. . . . On September 16, 1779, the British began their assault in an attempt to retake Savannah, Georgia. This attempt was known as the Siege of Savannah or the Second Battle of Savannah. Starting September 12, 1779, the Patriots had 42 ships and 7,722 troops in the area. The British had assembled 8 vessels and 4,813 troops. The battle raged until October 17, 1779 when the Patriots retreated. The British suffered 40 killed, 63 wounded, and 52 missing. The Patriots suffered 244 killed, almost 600 wounded, and 120 were taken prisoner by the British.
The 118th FA, 132st MP, and 263rd ADA Army National Guard Units trace their history back to units that participated in the siege of Savannah (only 30 current US Army units have lineage that trace back to the Revolutionary War).
On September 19, 1777, the Battle of Freeman's Farm, was the first skirmish in the Battle of Saratoga, a major turning point of the Revolutionary War. While the British technically 'won' this skirmish and remained at Freeman's Farm fortifying their position, they were unable to strike the Patriot's main force on Bemis Heights. The British started with about 9,000 troops and lost over 600 (killed, wounded, captured) whereas the Patriots started with 7,200 troops and lost about 300 (killed, wounded, captured). The fighting went quiet for 3 weeks before fighting began again on October 7, 1777.
On September 20, 1777, in the late evening, 1,200 British forces made a surprise attack on a 2,500 troop Patriot encampment near Paoli Tavern in what is now known as Malvern, Pennsylvania. The British troops unloaded their muskets with flints removed and proceeded to attack with bayonets only. The British lost 4 troops and another 7 were wounded. Patriots lost 52 troops, 149 were wounded, and 71 were captured. This attack became known as the Paoli Massacre. It hardened the Patriot's resolve and inspired their continued fight for independence.
