Section 1 sets the policy of the US as promoting high-quality, low-cost individual retirement accounts (IRAs) that meet cost, transparency, and fiduciary responsibility objective standards; promoting SECURE 2.0 Act (Public Law 117-328, Division T (begins on page 817 of the pdf)); and facilitate participation in eligible retirement-savings account that provide index-based investment options that are diversified.
Section 2 established the TrumpIRA.gov website catering to independent contractors, self-employed individuals, and those who do not have access to an employer-sponsored plan. It will also help determine if your plant is entitled to the Federal Saver's Match contribution of up to $1,000 IAW 26 USC 6433. The website will list financial institutions that offer these kinds of plans.
Section 3 directs the Secretary of the Treasury to take actions that ensure individuals receive the appropriate Federal Saver's Match contribution.
Section 4 tasks the Secretary of the Treasury and the Commissioner of the IRS to provide guidance on the tax treatment of contributions made by tax-exempt organizations to their employees IRAs.
Section 5 tasks the Secretary of the Treasury and the Secretary of Labor to issue regulations, exemptions, and/or guidance to ensure the IRAs maintain transparency and prevent prohibited transactions within the meaning of 26 USC 4975.
Section 6 tasks the Secretary of the Treasury to prepare legislative recommendations to codify this EO to protect workers who have no other access to matching IRA contributions.
Article 1 - facilities described are subject to all conditions, provisions, and requirements of this permit and any subsequential Presidential amendments. There will be no substantial change in the actual Border facilities (buildings, location or operation) unless specifically approved by the President.
Article 2 - the works are subject to inspection by Federal, State, and local agencies, granting free and unrestricted access to officers and employees of these agencies by the permittee. The operation and maintenance shall be subject to all applicable laws and regulations, including pipeline safety laws.
Article 3 - unless otherwise decided by the President, upon termination, revocation, or surrender of this permit the permittee, at its own expense, shall remove the Border facilities within a timeframe identified by the President. Failure to comply on the part of the permittee may result in appropriation of the facilities at permittee's expense leaving the permittee no claim for damages by such actions.
Article 4 - facilities may be subject to possession by the US should national security require it. Possession can also be restored once the national security issue is resolved with fair compensation to the permittee for use and/or repair (if needed).
Article 5 - any changes in ownership or control need to be submitted, in writing, and approved by the President before taking effect.
Article 6 - permittee is responsible for obtaining right-of-way agreements, easements, permits, or other authorizations necessary to operate the pipeline.
Article 7 - permittee is obligated to report IAW applicable laws or regulations.
Article 8 - permittee will respond to requests from the President or President's designee regarding the Border facilities operations.
Article 9 - this permit does not create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the US (departments, agencies, entities, officers, employees, agents, or other persons).
Section 1 establishes a purpose of adopting "best practices" to protect taxpayer dollars, hold contractors accountable, and achieve demonstrable returns on investments bringing government more in-line with the private-sector using clearly defined outcomes and deliverables, pr4edictable timelines, rewarding work that exceeds expectations (instead of rewarding slow or shoddy work by throwing even more money at the project). The goal of this EO is to incentivize performance over cost inflation. This will be achieved in fixed-price contracts with performance-based considerations.
Section 2 directs executive branch departments and agencies to utilize fixed-price contracts or contracts that tie profit to performance-based metrics when appropriate. Non-fixed-price contracts must be justified in writing by the contracting officer to the agency head. Agency heads must approve contracts in writing if they exceed $100 million for Department of War; $35 million for NASA; $25 million for DHS; or $10 million for all other agencies. However, contracts that support response to an emergency, major disaster, or contingency operation or involve research and development of pre-production development for major systems acquisition are not impacted by this section. Agency heads are directed to review and modify, restructure, or renegotiate their 10 largest non-fixed-price contracts by dollar value into fixed-price contracts within 90 days. Agencies will report semi-annually to Director of OMB with the first report due 90 days after the date of this order.
Section 3 tasks the Director of OMB to issue guidance to agencies within 45 days. Within 120 days the Administrator for Federal Procurement Policy shall propose amendments to the Federal Acquisition Regulation and develop a program to train program and contracting employees on formation, use, negotiation, and management of fixed-price contracts.
Sounds to me like he's targeting the FED "building update/restoration" project over run of billions of dollars while bringing the general "contracting boondoggle" of overruns, time extensions, and general swindling of the Federal coffers. And, as a builder, President Trump knows how to fix contracts to avoid these issues.

On April 30, 2026, the White House published the Proclamation National Fallen Firefighters Memorial Weekend, 2026 to remember those who have sacrificed their own lives to protect others in the line of duty. Everyday, firefighters answer the call to combat fires, disasters, and emergencies to protect Americans. This weekend, we honor these brave, selfless individuals who gave their lives in the protection of others. President Trump writes:
This weekend, we remember these heroes with solemn reverence and grateful hearts, unite ourselves with those who grieve their passing, and pledge that we will always carry forward the remarkable spirit of service that America’s fallen firefighters championed until their last breath. On April 30, 2026, Day 75 of the Democrat's Partial Federal Government Shutdown, the House passed a resolution to provide pay for DHS employees through May 22, 2026. Beyond that, DHS remains unfunded, the SAVE America Act remains unpassed, and the will of We The People is yet again thwarted by these despots.
The Senate convened at 10am and adjourned at 3:59pm. Their next meeting is a 'pro forma session' at 6:45am on Monday, May 4, 2026 (so that means they are taking ANOTHER 3-day weekend). During the 6 hour session (do they break for food, if so for how long), they managed to vote on 2 bills (neither of which funds DHS, reopens government fully, or passes the SAVE America Act):
The House convened at 9am and adjourned at 5:02pm. Their next meeting is scheduled for 10:30 am on May 4, 2026. This gives them a 4-day weekend; however, I can't argue with it because they did a double session earlier in the week. They discussed 4 bills:
S4465 - To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978, and for other purposes
For HR7567 they held 10 votes on proposed amendments (5 failed and 5 passed), then they held a final vote on the amended HR7567 which passed in a yea-and-nay vote of 224 to 200 with 6 members not voting.
At least they held discussions for HR7147 to get DHS employees paid and keep the government fully opened through May 22, 2026.
I am confused. S1383 was sent back to the House for reconciliation (and it's still there); yet this amendment to add FISA authorizations to the SAVE America Act passed to the President for signature? Someone, somewhere seems to have gotten their bill numbers confused. On top of that, the amendment is about releasing Epstein's treasury records. And that has nothing to do with either FISA or SAVE. Nor does the White House statement include a link to S4465, and I spent quite a bit of time looking for it. And I'm still not sure I found whatever it was that the President signed into law.
Sec 1. This Act may be cited as the “Further Additional Continuing Appropriations Act, 2026”.
Sec. 2. The Continuing Appropriations Act, 2026 (division A of Public Law 119–37) is amended by striking the date specified in section 106(3) and inserting “May 22, 2026”.
Sec. 3. For the purposes of the Continuing Appropriations Act, 2026 (division A of Public Law 119–37), the time covered by such division shall be considered to include the period which began on or about February 14, 2026, during which there occurred a lapse in appropriations.
Sec. 4. Amounts made available in the Continuing Appropriations Act, 2026 (division A of Public Law 119–37) and in division H of the Consolidated Appropriations Act, 2026 (Public Law 119–75) for personnel pay, allowances, and benefits in each department and agency shall be available for payments pursuant to subsection (c) of section 1341 of title 31, United States Code and such payments shall be made.
Sec. 5. All obligations incurred and in anticipation of the appropriations made and authority granted by the Continuing Appropriations Act, 2026 (division A of Public Law 119–37) and by division H of the Consolidated Appropriations Act, 2026 (Public Law 119–75) for the purposes of maintaining the essential level of activity to protect life and property and bringing about orderly termination of Government function, and for purposes as otherwise authorized by law, are hereby ratified and approved if otherwise in accord with the provisions of such Act.
This 'funding' only covers pay, allowances, and benefits for individuals within the targeted 'unfunded' agencies and divisions within DHS through May 22, 2026. So, the Democrat's partial government shutdown is still in effect as the agency itself has yet to be funded. They just realized that forcing government workers to work without a paycheck for 75 days as of April 30, 2026 creates a negative public image.
Declare that Defendant Pete Marocco has not been lawfully appointed as an acting member of the Board of the United States African Development Foundation, as the President of the United States African Development Foundation, or as any other officer of the United States African Development Foundation;

Enter a preliminary and permanent injunction ordering the Defendants not to recognize the legal effect of any actions taken by Defendant Pete Marocco under his purported authority as an acting member of the Board of the United States African Development Foundation or as the President of the United States African Development Foundation, including Marocco’s actions purporting to terminate the United States African Development Foundation’s contracts and grants and to terminate the employment of the United States African Development Foundation’s employees;
Award Plaintiffs costs of suit and attorneys’ fees and expenses under any applicable law; and
Issue such other relief as the Court deems proper.

The first sentence of this lawsuit says it all "The United States African Development Foundation (USADF) is a congressionally created agency."

I fully expect the Defendants to file for appeal. In addition, Congress needs to STOP creating agencies!
As I mentioned in yesterday's article (April 30, 2026) our first President of the United States was sworn in on Thursday, April 30, 1786, 240 years ago. The inauguration was held on the balcony of Federal Hall in New York City (then the capital of the new nation). This inauguration was held nearly 2 months after President George Washington (discussed in my February 10, 2026 ANP Article) took office. Robert Livingston (discussed in my March 20, 2026 ANP Article), Chancellor of New York, administered the very first Presidential Oath of Office.
President Washington's term actually started on March 4, 1789. This date was set by the Congress of the Confederation IAW the New US Constitution. However, actual operations were delayed because the Electoral College votes for the position of President could not be counted or certified at that time.
The House is responsible for certifying the Presidential election; but, the house did not meet with a quorum present until April 1, 1789. At that time, they first elected Frederick Muhlenberg as the first Speaker of the House. On April 6, 1789, the Senate achieved their quorum and elected John Landon as their first President Pro Tempore. On April 6, 1789, the full Congress met in a join session to count electoral votes and certify the results. Senator Langdon presided over the process. George Washington was certified as President. John Adams (discussed in my July 22, 2025 ANP Article) was certified as Vice President.
On April 14, 1789, George Washington was notified by letter of the election results at his residence in Mount Vernon. He set out 2 days later for New York City, receiving great welcomes in the cities he traveled through. There were various events scheduled for him along his route including an elaborate welcome at Gray's Ferry in Philadelphia, a reception by the Ladies of Trenton, NJ, a flotilla of boats escorting him into the Upper New York Bay, a 13 gun salute by the Spanish warship Galveston followed by the NorthCarolina, and then by other artillery. Thousands were present at Murray's Wharf where George Washington landed and was greeted by New York Governor George Clinton and others. This huge retinue proceeded to 3 Cherry Street in New York City, the new official residence of the first President of the United States.
Federal Hall was the new nation's capitol as well as the site of where the 1st US Congress met. Upon arrival at the Federal Hall about noon on April 30, 1789, President Washington was formally introduced to the House and Senate. The group then moved to the balcony where Robert Livingston was waiting.
The Bible upon which George Washington took the oath of office was from St John's Lodge No 1 (Freemasons where George Washington was a member). The Bible was open to Genesis 49:13 (KJV)

Upon completion of the oath taking, Robert Livingston shouted Long live George Washington, President of the United States. This was followed by cheers and a 13-gun salute. Immediately following the address, President Washington and members of Congress adjourned to St Paul's Chapel for a religious service by Right Reverend Samuel Provoost, Chaplain of the US Senate and first Episcopal Bishop of New York. This was not a choice. Three days before President Washington took his oath of office, Congress passed a resolution that stated:
Resolved, That after the oath shall have been administered to the President, he, attended by the Vice President and members of the Senate and House of Representatives, shall proceed to St. Paul's Chapel, to hear divine service.
The President then ate dinner alone before attending the fireworks celebration. He, and his escorts, were forced to walk back to his new home at 3 Cherry Street because the streets were packed with revelers. A week later, on May 7, there was a ball to honor the first President.
