DST Ends, Economic & Trade Relations With China, Nov 5 Siege Of The Executive, Judicial, And Congressional Branches Of Government, 13th Amendment, And More

On November 2, 2025, at 2:00am, the time changed back to "normal" time. In my March 8, 2025 ANP Article I explained that each state has the ability to determine whether or not they will participate in DST. All the state needs to do is let the Department of Transportation know they don't want to participate anymore.

The problem comes in when the state decides they want to remain on DST. That aspect needs legislation:

A permanent change to DST would require a change to the Uniform Time Act of 1966 and be approved by the Secretary of Transportation whose only mandated criterion for time is commerce needs NOT human needs.

So far, no legislation has been submitted by an Congress member to either stop the time change process permanently nor to change to permanent DST. The National Conference of State Legislatures follows State Legislation about DST. This site tracks each State's legislative progress towards a permanent change to DST.

The National Institute of Standards and Technology (NIST) provides a time map showing the current time in every US time zone. It will even tell you if your computer is set to the correct time and if not, by how much your time is off. 

On November 1, 2025, the White House published the Fact Sheet President Donald J. Trump Strikes Deal on Economic and Trade Relations with China summarizing concepts that are likely to be included in the official document detailing the Economic and Trade Agreement with China. The Fact Sheet has 3 sections:

The first section Rebalancing Trade With China announces a trade and economic agreement agreed to by President Xi Jinping of China. The agreement focuses on halting the precursors allowing fentanyl to enter the US; eliminates China's export control on rare earth elements and other critical minerals; end China's retaliation against US companies, especially those who manufacture semiconductors; and opens China's market to US agricultural exports, especially soybeans.

The second section details actions both China and the US will be expected to take to uphold their end of the trade agreement:

Chinawill be expected to accomplish the following:
  1. China will suspend the global implementation of the expansive new export controls on rare earths and related measures that it announced on October 9, 2025.
  2. China will issue general licenses valid for exports of rare earths, gallium, germanium, antimony, and graphite for the benefit of U.S. end users and their suppliers around the world. The general license means the de facto removal of controls China imposed in April 2025 and October 2022.
  3. China will take significant measures to end the flow of fentanyl to the United States. Specifically, China will stop the shipment of certain designated chemicals to North America and strictly control exports of certain other chemicals to all destinations in the world.
  4. China will suspend all of the retaliatory tariffs that it has announced since March 4, 2025. This includes tariffs on a vast swath of U.S. agricultural products: chicken, wheat, corn, cotton, sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables, and dairy products.
  5. China will suspend or remove all of the retaliatory non-tariff countermeasures taken against the United States since March 4, 2025, including China’s listing of certain American companies on its end user and unreliable entity lists.
  6. China will purchase at least 12 million metric tons (MMT) of U.S. soybeans during the last two months of 2025 and also purchase at least 25 MMT of U.S. soybeans in each of 2026, 2027, and 2028. Additionally, China will resume purchases of U.S. sorghum and hardwood logs.
  7. China will take appropriate measures to ensure the resumption of trade from Nexperia’s facilities in China, allowing production of critical legacy chips to flow to the rest of the world.
  8. China will remove measures it took in retaliation for the U.S.’s announcement of a Section 301 investigation on China’s Targeting the Maritime, Logistics, and Shipbuilding Sectors for Dominance, and remove sanctions imposed on various shipping entities.
  9. China will further extend the expiration of its market-based tariff exclusion process for imports from the United States and exclusions will remain valid until December 31, 2026.
  10. China will terminate its various investigations targeting U.S. companies in the semiconductor supply chain, including its antitrust, anti-monopoly, and anti-dumping investigations.
The USwill be expected to accomplish the following:
  1. The United States will lower the tariffs on Chinese imports imposed to curb fentanyl flows by removing 10 percentage points of the cumulative rate, effective November 10, 2025, and will maintain its suspension of heightened reciprocal tariffs on Chinese imports until November 10, 2026. (The current 10% reciprocal tariff will remain in effect during this suspension period.)
  2. The United States will further extend the expiration of certain Section 301 tariff exclusions, currently due to expire on November 29, 2025, until November 10, 2026.
  3. The United States will suspend for one year, starting on November 10, 2025, the implementation of the interim final rule titled Expansion of End-User Controls to Cover Affiliates of Certain Listed Entities.
  4. The United States will suspend for one year, starting on November 10, 2025, implementation of the responsive actions taken pursuant to the Section 301 investigation on China’s Targeting the Maritime, Logistics, and Shipbuilding Sectors for Dominance. In the meantime, the United States will negotiate with China pursuant to Section 301 while continuing its historic cooperation with the Republic of Korea and Japan on revitalizing American shipbuilding.

The third section, Securing another win for the American people, summarizes the "wins" of President Trump's trip to Asia:

  1. In Malaysia, President Trump signed Agreements on Reciprocal Trade with Malaysia and Cambodia, and the United States announced joint frameworks for trade negotiations with Thailand and Vietnam. He also signed critical minerals cooperation agreements with Thailand and Malaysia (discussed in my October 27, 2025 ANP Article).
  2. In Japan, President Trump announced major projects advancing Japan’s previous $550 billion investment commitment to the United States to further revitalize the U.S. industrial base, signed a landmark critical minerals agreement with Japan, secured historic purchases of U.S. energy from Japan, and deepened U.S.-Japan cooperation to combat illegal drug trafficking (discussed in my October 28, 2025 ANP Article)
  3. In the Republic of Korea, the President secured billions in landmark commitments, including investments to support American jobs, further America’s energy dominance, promote American leadership in the technology revolution, and build the U.S.-Korea maritime partnership (discussed in my October 29, 2025 ANP Article and in my October 30, 2025 ANP Article).

On November 5, 2025, a number of loony left organizations are proposing their violent, radical, loony supporters converge upon Washington, DC to lay siege to the 3 seats of our Federal Government's power: the White House, the Capital, and SCOTUS. These organizations are claiming the Nov 5 event will be a "non-violent relentless protest" and that they will not stop until "Trump is removed from power." They are calling it "The FALL of the TRUMP FASCIST REGIME!" and it will begin at 11am on Nov 5, 2025. The following loony left organizations were the first to appear in my Startpage search:

  7. American Public Health Association For science For action For health (NOT a government agency) plans a rally Nov 5 from 2:30-4pm where they plan to have speakers followed by a march. 

Apparently, the organizers expect these "millions" of people to lay siege "until Trump is no longer President" - so the people showing up will give up their jobs (if they have them), travel to DC, and remain until Trump is no longer President? I noticed that in the 'sign up' form, they request that if you live near the DC area you open your home to house protesters from outside DC. Luckily, the squatters rights laws in DC require people live in your home for 15 years and have continuous use or maintenance of it to counter an eviction notice. Personally, I would not want unknown strangers living in my home for an unspecified period of time (I would not even want them for just a day!).

The organizers seem to have forgotten that the NG is still in DC and will not allow people to camp on the sidewalks, in parks, or other public areas. And they plan to stay until Trump is no longer President? Legally, that won't be until January 2029. It will be interesting to watch this event fall apart. I suspect this will occur within the first week of the "siege." I guess the same people paying the antifa members laying siege to ICE facilities will pay some of the long-term people attending the siege of DC. Only they will have to pay for hotels/motels (unless DC residents agree to host and then the residents should receive compensation because those people will be using their home and utilities) as well as food/water (which is asked for regardless of whether or not you attend the event).

I hope they lay waste to the bankroll of the Soros organizations with the expected costs of hosting millions of people over a long period of time.

The Bill of Rights, with the first 10 amendments, was passed by Congress September 25, 1789 and ratified December 15, 1791. It has been amended another 17 times to include additional specific rights.

There is controversy regarding the original 13th Amendment which I discussed in my March 27, 2025 ANP Article with the original 13th Amendment stating:


The generally accepted 13th Amendment was ratified December 6, 1865 covers the abolition of slavery:

Section 1
Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction.
Section 2
Congress shall have power to enforce this article by appropriate legislation.

There is still controversy over the portion of the 13th Amendment that states:

. . . except as a punishment for crime whereof the party shall have been duly convicted . . .

Which means prisons can force convicted inmates to work without compensation. Some states have amended their state constitution to force their prisons to pay convicted inmates for work performed during incarceration (Alabama, Oregon, Tennessee, Vermont). I note that the 13th Amendment applies to Federal prisons. States can set different standards for State prisons. Although I do not think that making revisions to any of the Federal Amendments (such as the 13th) can be accomplished simply by the State's Legislators. It is my understanding that changing the US Constitution or Bill of Rights requires a Convention of States with 60% of the states agreeing to proposed changes. However, the State's ruling needs to be challenged before any decision can be made as to whether the State's revision to the Bill of Rights Amendment 13 is Constitutionally supported.

The idea that any state can be allowed to "revise" anything in our founding documents simply by changing their State Constitution is troublesome. Especially when it comes to both the 1st and 2nd Amendments.
