On July 22, 2025, the White House released an articleAmerican Steelmakers Are Thriving Under President Trumpin which they state that the steel industry is making a comeback. Steel corporations such as Cleveland-Cliffs (Ohio), Steel Dynamics (Indiana), Nucor (North Carolina), and Trump's Perpetual Golden Share of US Steel (Pennsylvania) are all seeing increases in their business whether it be in orders, operating income, earnings, and not only job creations but jobs STAYING in America.[RELATED:American Steelmakers Are Flourishing. On July 22, 2025, the White House released the Presidential StatementJoint Statement on Framework for United States-Indonesia Agreement on Reciprocal Tradeand accompanying Fact Sheet The United States and Indonesia Reach Historic Trade Deal in which they outline the Agreement on Reciprocal Trade between the US and Indonesia per the agreement signed July 16, 1996wherein Indonesia agrees to a reciprocal tariff rate of 19%. In addition, the agreement includes:

  • Eliminating tariff barriers on over 99% of US products including agricultural, health, seafood, technology, automotive, and chemicals.
  • Breaking down non-tariff barriers for US industrial exports including (1) exempting U.S. companies and originating goods from local content requirements; (2) accepting vehicles built to U.S. federal motor vehicle safety and emissions standards; (3) accepting FDA certificates and prior marketing authorizations for medical devices and pharmaceuticals; (4) exempting U.S. exports of cosmetics, medical devices, and other manufactured goods from burdensome certification and labeling requirements; (5) removing import restrictions or licensing requirements on U.S. remanufactured goods and their parts; (6) eliminating pre-shipment inspection or verification requirements on imports of U.S. goods; (7) adopting and implementing good regulatory practices; (8) taking steps to resolve many long-standing intellectual property issues identified in USTRs Special 301 Report; and (9) addressing U.S. concerns with conformity assessment procedures.
  • Breaking down non-tariff barriers for US agriculture exports including(1) exempting U.S. food and agricultural products from all of Indonesias import licensing regimes including its commodity balance policy; (2) ensuring transparency and fairness with respect to geographical indications (GIs) including meats and cheeses; (3) providing permanent Fresh Food of Plant Origin (FFPO) designation for all applicable U.S. plant products; and (4) recognizing U.S. regulatory oversight, including listing of all U.S. meat, poultry, and dairy facilities and accepting certificates issued by U.S. regulatory authorities.
  • Strengthening Rules of Origin to ensure benefits of this agreement remain with the US and Indonesia.
  • Removing barriers for digital trade where Indonesia has already committed to (1) eliminating the existing HTS tariff on "intangible products," (2) support a permanent moratorium on customs duties on electronic transmissions immediately and without conditions, (3) implement the Joint Initiative on Services Domestic Regulation for certification by the World Trade Organization (WTO), (4) recognition of the US as a country or jurisdiction that provides adequate data protection under Indonesia's laws thereby providing the ability to move personal data out of Indonesia and into the US.
  • Aligning on Economic Security working with the US to increase supply chain resilience for steel and Indonesia will remove restrictions on exports to the US for all industrial commodities, including critical minerals.
  • Improving labor standards by (1) implementing a forced labor import ban and (2) removing provisions that restrict workers and unions.
  • Notching commercial deals wherein the US and Indonesia look for ways to create commercial deals in agriculture, aerospace, and energy further increasing US exports to Indonesia
  • Defining a path forward as the US and Indonesia memorializes the Agreement on Reciprocal Trade noting that currently Indonesia is 15th in the trade deficit competition and the previous tariff applied to US goods was 8% while the US tariff was 3.3%.
  • Liberating America from unfair trade practices started with promises made during the campaign trail. Followed by the April 2, 2025EO 14257 Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficitsand subsequent actions making equitable trade a reality.

This means those 'unnamed' 9 FBI agents who objected to agents being fired over their actions on January 6, 2021 lost this case "with prejudice" meaning they can't refile. This case originally alleged: Count I:Violation of the First Amendment to the Constitution - Retaliation Based on Perceived Political Affiliation; Count II:Violation of the Fifth Amendment to the Constitution - Violation of Plaintiffs Substantive and Procedural Due Process Rights; Count III:Violation of the Plaintiffs Fifth Amendment Right to Privacy; and Count IV:Violation of the Privacy Act of 1974, 5 U.S.C. 552a (b). This means the FBI can now FIRE "agents" who participated in the J6 debacle.

On July 18, 2025 in the lawsuitAmerican Public Health Association v. NIH docket # 25-1611 filed in the Court of Appeals for the First Circuit on June 24, 2025, the government appealed Judge Young's order granting summary judgement for plaintiffs which found that the grant terminations from the NIH and HHS that were conducted under various new directives were arbitrary and capricious in violation of the Administrative Procedures Act. The government's request forStay was Denied, so the suit continues.

On July 21, 2025, a new lawsuit was filedFIREDISC, Inc. v. Trump docket # 1:25-cv-01134 in District Court, W.D. Texas about the IEEPA Tariffs. The lawsuit charges: COUNT I: Defendants President Trump and Executive Office of the President - Presidential Order in Excess of Statutory Authority: IEEPA Does Not Authorize Tariffs; COUNT II: Defendants President Trump and Executive Office of the President - Ultra Vires Executive Orders - The President Has Not Shown That the Tariff Executive Orders Are Necessary to Address the Stated Emergencies; COUNT III: Defendants President Trump and Executive Office of the President - Violation of the U.S. Constitution, Article I - IEEPA Violates the Vesting Clause (Nondelegation Doctrine); and COUNT IV: Defendants Secretary Noem, Department of Homeland Security, Acting Commissioner Flores, U.S. Customs and Border Protection - The Modifications to the HTSUS Violate the Administrative Procedure Act.

On July 21, 2025, in the caseCREW v. OMB docket # 1:25-cv-01051 filed in District Court, District of Columbia on April 8, 2025, regarding the Public Apportionments Database Closure, a Summary Judgement was Granted for the Plaintiffs, a 60 page document wherein Judge Sullivan concluded:

Court GRANTS IN PART CREWs Motion for Partial Summary Judgment as to its APA claims that the Defendants removal of the Public Apportionments Database violates the 2022 and 2023 Acts and the PRAs dissemination of information requirement, and DENIES IN PART CREWs Motion for Partial Summary Judgment as to its APA claim that Defendants conduct violated the PRAs notice requirement, ECF No. 9 in 25-cv-1051. Today's installment of "What's in the OBBB" continues with OBBB Title VII - Finance -Chapter 6 Enhancing Deduction and Income Tax Guardrails, and Other Reforms, Subtitle B Health,starting with section 71201 to section 73008 (page 248 to 255).

Chapter 2 Medicare

Subchapter A Strengthening Eligibility Requirements

Sec. 71201. Limiting Medicare coverage of certain individuals. Instead of saying "no illegals" it says (1) a citizen or national of the US, (2) a lawfully admitted alien for permanent residence under the Immigration & Nationality Act, (3) an alien who has been granted the status of Cuban and Haitian entrant, or (4) an individual who LAWFULLY resides in the US in accordance with a Compact of Free Association. Furthermore, by July 4, 2026 the Commissioner of Social Security shall complete a review of individuals to verify their entitlement terminating their accounts within 18 months (January 4, 2027).

Subchapter B Improving Services for Seniors

Sec. 71202. Temporary payment increase under the Medicare physician fee schedule to account for exceptional circumstances for such services on or after January 1, 2026 and before January 1, 2027 by 2.5%.

Sec. 71203. Expanding and clarifying the exclusion for orphan drugs under the Drug Price Negotiation Program expands eligibility to "one or more" rare diseases or conditions effective after December 31, 2027.

Chapter 3 Health Tax

Subchapter A Improving EligibilityCriteria

Sec. 71301. Permitting premium tax credit only for certain individuals, identifies who Eligible Aliens are, how they can be verified, checking immigration status, and making advanced determinations effective January 1, 2027. "Eligible aliens" are also required to maintain minimum essential coverage effective December 31, 2026.

Sec. 71302. Disallowing premium tax credit during periods of Medicaid ineligibility due to alien status effective after December 31, 2025.

Subchapter B Preventing Waste, Fraud, and Abuse

Sec. 71303. Requiring verification of eligibility for premium tax credit effective after December 31, 2027.

Sec. 71304. Disallowing premium tax credit in case of certain coverage enrolled in during special enrollment period effective after December 31, 2025.

Sec. 71305. Eliminating limitation on recapture of advance payment of premium tax credit effective after December 31, 2025.

Subchapter C Enhancing Choice for Patients

Sec. 71306. Permanent extension of safe harbor for absence of deductible for telehealth services effective after December 31, 2025.

Sec. 71307. Allowance of bronze and catastrophic plans in connection with health savings accounts effective after December 31, 2025.

Sec. 71308. Treatment of direct primary care service arrangements shall NOT be treated as a health plan not to exceed $150 per month. This does not include (I) procedures that require the use of general anesthesia, (II) prescription drugs (other than vaccines), and (III) laboratory services not typically administered in an ambulatory primary care setting effective after December 31, 2025.

Chapter 4 Protecting Rural Hospitals and Providers

Sec. 71401. Rural Health Transformation Program appropriates $10,000,000,000 for each fiscal year 2026 through 2030. The State has to apply with a detailed rural health transformation plan. Deadline for approval is no later than December 31, 2025. It is a one-time application. Only the 50 States are eligible. There is no State-matching payment necessary. Not more than 10% of the allotment may be used for administrative purposes. $200,000,000 is allocated for fiscal year 2025 to implement this section.

Subtitle C Increase in Debt Limit

Sec. 72001. Modification of limitation on the public debt. Debt is increased by $5,000,000,000,000.

Subtitle D Unemployment

Sec. 73001. Ending unemployment payments to jobless millionaires. No unemployment compensation will be made to individuals whose base period wages equal or exceed $1,000,000. This is 'self-certified' by the individual making application but verified by each State agency to verify wages. Effective July 4, 2025.

So, they increased the debt ceiling by $5Trillion in Section 72001.

Again, I am not pleased that they are waiting 2 years to remove illegal aliens from the rolls. Why the delay? Are they hoping the majority of illegals will self-deport?

Today's Patriot is Francis Hopkinson, who was born October 2, 1737 (according to the Gregorian calendar) or September 21, 1737 (according tot he Julian calendar) in Philadelphia, Province of Pennsylvania. Francis learned to play the harpsichord at age 17. During the 1750s he was known to hand-copy arias, songs, and instrumental pieces by European composers. By the 1760s he was playing with professional musicians at concerts. In 1957, when Francis was 20, he received a Baccalaureus degree continuing on to receive an Artium Magister degree in 1960, both from the College of Philadelphia.

In 1761, Francis became secretary of a commission of the Provincial Council of Pennsylvania making treaties between the province and certain Indian tribes. Francis went to England from May 1766 to August 1767 unsuccessfully pursuing a job as the commissioner of customs for North America. He return to Philadelphia in 1768 where he sold fabric and wine.

He married Ann Borden on September 1, 1768. They had 5 children. His son, Joseph, would become a member of the US House of Representatives and a federal judge.

Francis was a collector of customs from 1772 to 1773 in New Castle, Delaware Colony. He resumed his law practice in New Jersey from 1773 to 1774. He joined the New Jersey Provincial Council from 1774 to 1776. In 1775, he became a member of the Executive Council of New Jersey. On May 8, 1775, he was admitted to practice before the bar of the Supreme Court of New Jersey. He was also elected as an associate justice in 1776 but declined the offer. He became curator of the American Philosophical society from 1776 to 1782.

Francis was a delegate to the Second Continental Congress in 1776, representing New Jersey. From 1776 to 1778, he was Chairman of the Navy Board in Philadelphia. From 1778 to 1781 he was treasurer for the Continental Loan Office in Philadelphia. From 1779 to 1789, he was a judge of the Admiralty Court of Pennsylvania.

As a judge of the Admiralty Court, Francis was impeached in December 1780 on allegations of accepting payment from litigants, accepting bribes in exchange for appointments, and trading in false certificates. He was acquitted of all charges. He was nominated by new President George Washington to the United States District Court for the District of Pennsylvania on September 24, 1789 and confirmed by the senate on September 26, 1789.

In 1776, Francis undertook the design of the Great Seal of New Jersey with Pierre Eugene du Simitiere. Because of this, he was chosen as a one of the 14 consultants to work on the Great Seal of the US which was finalized on June 20, 1782. The six-pointed starts were changed to 5-points in 1841 when the new die was cast. Francis also designed the Continental $50 currency Bill. In 1776, Francis was also a member of the Flag Design committee contributing to the design of the US flag as well as the US Navy flag.

In addition to being a composer, Francis was also a satirist. Some of Francis's essay contributions include: "Dissertation IV," in Four Dissertations, on the Reciprocal Advantages of a Perpetual Union between Great-Britain and Her American Colonies(1766), A Pretty Story (1774), The Prophecy (1776), The Political Catechism (1777), The Miscellaneous Essays and Occasional Writings of Francis Hopkinson (1792). Judgments in the Admiralty of Pennsylvania in four suits (1789) Typographical Method of Conducting a Quarrel, Essay on White Washing, and Modern Learning. His musical compositions include My Days Have Been So Wondrous Free along with The Treaty(1759),Temple of Minerva (1763), The Battle of the Kegs, and The New Roof, a Song for Federal Mechanics. His Hymns include A Collection of Psalm Tunes with a Few Anthems and Hymns Some of Them Entirely New, for the Use of the United Churches of Christ Church and St. Peter's Church in Philadelphia (1763), Seven Songs for the Harpsichord or Forte Piano (1788), A Psalm of Thanksgiving, Adapted to the Solemnity of Easter: To be Performed on Sunday, March 30, 1766 at Christ Church, Philadelphia (1766), and The Psalms of David, with the Ten Commandments, Creed, Lord's Prayer, &c. in Metre (1767). Francis died of a sudden apoplectic seizure on May 9, 1791 at the age of 54 in Philadelphia, Pennsylvania. He was interred in Christ Church Burial Ground in Philadelphia. The Francis Hopkinson House is now listed on the National Register of Historic Places in Burlington County, New Jersey.
