On August 29, 2025, the White House published the statement Historic Pocket Rescission Package Eliminates Woke, Weaponized, and Wasteful Spending in which they state President Trump is using his authority under the Impoundment Control Act to rescind $5,000,000,000 in foreign aid and international organization funding because the funds will be used to undermine America First and his Administration's policies. The statement gives examples of what is being rescinded:
USAID - Development Assistance $3,200,000,000 which funds the climate hoax, DEI, LGBTQ activities and projects like "baking and beauty therapy in Zimbabwe" being called "civic engagement:
USAID - Democracy Fund $322,000,000 for "gender responsive government" as well as other DEI & LGBTQ priorities.
State - Contribution to International Organizations $521,000,000 for WHO; UNESCO for divisive social and cultural causes; WTO which aids & abets global trade cheating by the CCP; International Labor Organization to unionize foreign workers; and desert locust risk reduction in the Central Region & Horn of Africa focusing on "gender equality," "interculturality" and supporting "indigenous peoples" (I didn't know locusts needed gender equality and interculturality).
State - Contributions for UN's International Peacekeeping Activities $393,000,000 that does not have specific, measurable, and time-bound goals noting President Trump has ended more wars in 8 months than the UN has in 80 years. In addition, these "organizations" are rife with people participating in the sexual exploitation and abuse of the Central African Republic people.
IAP - Peacekeeping Operations (Slush Fund) $445,000,000 for "Global Peace Operations Initiatives" in countries like Niger, Nepal, South Sudan, Uruguay, Zambia, Kazakhstan, Ghana, and Somalia which have not shown any positive effects to provide lasting peace and security in any of these regions.
Section 1011 (3) gives the President the right to transmit a special message which rescinds, in whole or part, budget authority items and Congress has 45 calendar days of continuous session to act on the message.
Section 1012 states that all or part of any budget authority will not be required to carry out the full objective or scope of programs for which it is provided will be recognized for only 1 fiscal year. The President shall include in his special message: 1) amount to be rescinded; 2) account, department, or establishment involved; 3) reason why budgetary authority should be rescinded; 4) the estimated effect of the proposed rescission; and 5) all facts, circumstances, and considerations relating to or bearing upon the proposed rescissions. Funds will be made available after the 45 day period, but before the end of the fiscal year, if Congress has not acted to rescind them.
Section 1013 states that a special message shall include in his special message: 1) amount of budget authority proposed to be deferred; 2) account, department or establishment involved; 3) time period for which the deferral is requested; 4) reasons for deferral including legal authority invoked; 5) estimated fiscal, economic, and budgetary effect of proposed deferral; and 6) all facts, circumstances, and considerations relating to or bearing upon the proposed deferral. Deferral requests cannot extend beyond the end of the Fiscal Year (in this case September 30, 2025).
Of course, the loony left is crying 'foul' because President Trump has invoked the Impoundment Control Act. But, as you can see above, the Act does allow for the President to request rescissions or deferrals.

James died, most likely from natural causes/old age, on July 11, 1806 at age 87 in York, Pennsylvania. He is interred in the First Presbyterian Churchyard, in York, Pennsylvania.
