On August 2, 2025, the White House published the briefingU.S. Senate Confirms Sean Cairncross as the National Cyber Director. He will now be President Trump's principal advisor on national cybersecurity policy and strategy. He previously served as Senior Advisor to the White House Chief of Staff in President Trump's first administration.
He was also Chief Executive Officer of the Millennium Challenge Corporation (MCC), appointed by President Trump in June 2019. He held that position until he was briefly replaced by Acting CEO Mahmoud Bah in January 2021. Alice P. Albright was finally named CEO February 16, 2022, a position she currently holds.
MCC has a ".gov" domain address because it was established by Congress in 2004, Under President Bush. It is a foreign aid agency but it is independent from the State Department and USAID. It is funded with OUR tax dollars. And those tax dollars are used in foreign countries. It currently has only 3 board member positions filled with 6 currently vacant. The Chair is Secretary of State Marco Rubio who assumed the office on January 21, 2025. The Vice Chair is Secretary of the Treasury who assumed the office on January 28, 2025. The third position is Member US Trade Representative Jamieson Greer who assumed the office on February 27, 2025.
According to 22 USC 7703 there will be one CEO appointed by the President (that is now Sean Cairncross) with advice and consent of the Senate who is under the direct authority of the Board. The CEO is compensated at level II of the Executive Schedule with the equivalent rank of Deputy Secretary. The Board of Directors shall consist of: The CEO, the Secretary of State, Secretary of Treasury, Administrator of USAID (which has been shut down officially), and the US Trade Representative. In addition, there will be 4 others, one each appointed by Majority Leader of the House of Representatives, Minority Leader of the House of Representatives, Majority Leader of the Senate, and Minority Leader of the Senate. On April 22, 2025, MCC staff were told the organization was being shut downand current grants would be phased out. In 2024, it had a budget of $1,700,000,000. Apparently, because MCC was created by law, and still has bipartisan support in Congress (although they have not assigned board members so far since President Trump took office, so they must not care that much) it is apparently still funded through the OBBB (it must have been under funding for the State Department because it was not clearly spelled out as a recipient of funding in the OBBBsee my August 2, 2025 ANP Article for an index to both my ANP Articles discussing the different titles/sections as well as to those sections in the OBBB itself).

Today's Patriot, Elbridge Gerry was born July 17, 1744 in the North Shore town of Marblehead, Massachusetts. He was the 3rd child out of 11 but only 5 survived to adulthood. Elbridge was home schooled with private tutors. In 1757, he entered Harvard College graduating with a Bachelor of Arts in 1762 and Master of Arts in 1765. Elbridge joined his father's successful merchant business trading with Spain, West Indies, and the North American coast. By the 1770s, his family was among the wealthiest Massachusetts merchants.
In May 1772, he was elected to the Great and General Court of Massachusetts. He set up one of the first Committee of Correspondence offices. He resigned after a mob incident, re-entering politics after the Boston Port Act of 1774. Although he was elected to the First Continental Congress, his father had recently died, so he declined the position.
From 1776 to 1780, Elbridge served in the Second Continental Congress. He voted against the US Constitution because he feared it did not go far enough to prohibit centralized federal power.
In 1786, Elbridge married Ann Thompson. They had 10 children, (all born between 1787 and 1801) 9 of whom survived to adulthood. Although she was "sickly" Ann did not die until March 17, 1849 in New Haven, Connecticut.
In 1797, President Adams sent Elbridge (along with Charles Cotesworth Pinckney and John Marshall) to France on a diplomatic mission to avoid war with them while the US was fighting the British in the Revolutionary War. They were supposed to meet with the French Foreign Minister Talleyrand; however, before the meeting 3 unknown individuals (X, Y, & Z) tried to bribe the diplomats. All 3 diplomats refused to pay the bribes and were subsequently denied a meeting with Talleyrand. This incident, called the XYZ Affair, increase anti-French sentiment as well as calls for war with France.
From 1810-1812, Elbridge was Governor of Massachusetts. His administration was infamous for making partisan electoral districts to gain political advantage. One district, in particular, resembled a salamander. A political cartoon labeled this district "The Gerry-mander." The practice of drawing districts for political purposes became known as "gerrymandering."

In 1812, he ran as President James Madison's VP. Madison was re-elected with a narrow margin and Elbridge took the oath of office in March 1813 as his VP.
Elbridge died November 23, 1814 at home, he was 70 years of age. His death was preceded by heart attack earlier that day while he was visiting the Treasury Department. He is interred in the Congressional Cemetery in Washington, DC. He is the only signer of the Declaration of Independence buried in our nation's capital. He is also the 2nd VP in a row to die while in office.
Redistricting happens every census cycle(10 years). Once the census is released to the states, the states then have to reapportion districts to reflect changes in population making districts equal in people (one person, one vote). However, much like in Elbridge's time, politicians want to portion their districts to achieve a political goal of having one party win over the other. This is done in a variety of ways, up to and including creating districts based on race.
On June 27, 2019, in a 6:3 ruling,SCOTUS explained that there is NO US Constitutional basis for lawsuits complaining about how districting is done, other than pure numbers, States decide how they will apportion their districts. SCOTUS recognizes that apportionment is "political gerrymandering." SCOTUS decided the question resides in "how much is too much?" The answer is when it violates the Equal Protection Clause 478 US 109, 116-117 (1986). They caution that the courts getting involved in redistricting would have "unprecedented intervention in the American political process" (as we are seeing with the LAWFARE being waged against the Trump Administration). SCOTUS notes that maps do not account for how voters vote. Many voters do not vote straight party choices. Voters pick and choose who they think will be best for the position. SCOTUS has "no commission to allocate political power and influence in the absence of a constitutional directive or legal standards to guide us in the exercise of such authority."
The Brennan Center for Justice summarized the 2019 SCOTUS ruling as "the Court vacated the decision below and remanded the case for dismissal, holding that partisan gerrymandering claims are nonjusticiable."
The American Redistricting Project (a supposedly non-partisan organization) provides news articles about redistricting issues (but they are mostly propaganda media sites). They also provide an interactive map showing breakdowns for each district in each state as well as state profiles.
In October 2025, SCOTUS will hear a redistricting case that created two "black opportunity" districts that was challenged by non-black voters as racist. SCOTUS determined that gerrymandering based on race was justiciable in Davis et. al. v. Bandemer et. al. No. 8401244, decided June 30, 1986.So the case moves forward.
Democrats are up in arms over redistricting. Anything the democrats are "for" is something I am automatically "against" . . . after all democrats are the party of illegal immigration; defunding the police; no voter ID to vote; transgendering your children; sanctuary cities; abolishing ICE; gun grabbing; critical race theory; abortion on demand for the entire pregnancy; defending fraud, waste, and abuse in government spending; student loan forgiveness; no cash for bail; and DEI (as opposed to MERIT). And here's the thing, voters can vote for whomever they want. If 'your' constituents think you are not doing 'your' job (you know, the one you were elected to do for them), they don't have to re-elect you if you choose to run again. And I have a feeling that even if district compositions did not change due to population shifts, many sitting in political seats around this great nation will NOT be getting re-elected.
